I'm pulling this line of discussion out of #520074 to avoid further distractions there.  See [1,2,3,4,5].  The problem is that the council voted that changes to GLEP 39 require an all-hands vote [4], but Rich points out [5]:

  “My biggest issue with the special treatment of GLEP 39 is that because nobody wants to claim to have the authority to change it, we don't change it even when it makes sense to do so.”

Since previous mailing list discussions were inconculsive (and spread across several threads and council meetings) [2,3,4], I'm opening this bug to track progress on this effort.

Does anyone wish to champion this change? It looks like no tracking ever really happened here, and no progress has been made for years.

Following the recent all-devs vote, this bug should presumably be closed as WONTFIX.

Reassigning to council, so we'll have it in the log of the 2023-05-14 meeting.
