"net-analyzer/rrdcollect" fails to start attempting to create "/var/lib/run/rrdcollect.pid". Looks like it shall use "/run/rrdcollect.pid".

Reproducible: Always

Steps to Reproduce:
1. execute /usr/sbin/rrdcollect
2. check system log
Actual Results:  
"rrdcollect" doesn't start

Expected Results:  
"rrdcollect" shall start

After fresh "Gentoo" installation I don't have "/var/lib/run/" which was present on my old system.
