To be perfectly honest I requested it mostly for the palemoon ebuilds (https://bugs.gentoo.org/show_bug.cgi?id=529142), which I then decided to put in a repository on their own that has now been added to layman. I've also a couple of other unrelated ebuilds that I usually manually copy across my computers (mainly fonts and some little tools not present in the layman repositories) but I don't know if those would be considered worthy of a public overlay.
Well, it's your call. We can add external overlays and/or create overlays whenever desired, as long as they pass basic QA/sanity checks. They don't have to be useful :).
