Hmm, I can't reproduce this.  I'm trying with uninstalled and USE="-tiff".  For me the --without-libtiff configure switch seems to work.  Do you have any hints on how to reproduce or what was your diagnosis?

No, my scenario was:

media-libs/tiff is installed (4.0.3-r6)
leptonica is built -tiff, i.e. deactivated tiff support

I suspect one half of leptonica sees libtiff.so and uses symbols from it, and during linking time -ltiff is not there (as requested) and thus the missing symbols make the build fail.

Basically, USE=-tiff doesn't deactivate enough.

I can't reproduce this with tiff installed either.  I confirmed with ldd that USE="-tiff" yields a liblept which is not linked agains libtiff.
Can you try again with the latest -r1 version (EAPI 5 bump a few minutes ago)?
What are the stati of the other USE flags, maybe it's some combination?

The good news is that media-libs/leptonica-1.71-r1 compiles just fine this way and indeed is not linked against libtiff.so

For completeness, I also tried 1.71-r0, which also doesn't fail anymore. I am not sure what else changed that has fixed this (autotools maybe? tiff I last merged on Feb/9, so it didn't change).

Either way, closing as fixed.
