stable dev-libs/boost-1.52.0-r6 is broken, so we need to stabilize this one

doesn't look like a regression

also, the user is not running stable glibc, so I don't think that is a blocker

glibc-2.19.0-r1 is the current stable glibc. At least on some arches:

right, I just realized

seems no one is doing tinderbox runs before stabilizing base-system packages
