The sources for media-libs/gd-2.0.35-r3 and -r4 no longer exist on the mirrors or on the gd site, which has moved (and no longer has the old sources).  The sources can be found here: https://google-desktop-for-linux-mirror.googlecode.com/files/gd-2.0.35.tar.gz.  Bug #478066 (https://bugs.gentoo.org/show_bug.cgi?id=478066) asks for a version bump to the new gd 2.1.0, but before that is released into the repositories, the current versions of gd should still be buildable.

This would be bug only if the ebuild had RESTRICT for 'mirror' or 'fetch'
Otherwise you simply have a problem with your mirror settings in make.conf

Sorry to waste your time.  I found that I needed to have my GENTOO_MIRROR set to use "ftp://rsync.namerica.gentoo.org/pub/gentoo/". I didn't think this was the problem, though, because I hadn't had any problems with it yet, and there wasn't anything I could find on setting a subdirectory for the mirror in any of the docs.  I don't think my setup is that unusual, but this seemed to fix it for me.
