I have a system running baselayout-1.8.12 and when I start /etc/init.d/numlock 
on boot it makes X11 not accept keyboard input until X11 is stopped and restarted.

Removing numlock from the boot process (rc-update del numlock) fixed it so that
gdm, startx, and x11 in general would take input from keyboard on first start.

Reproducible: Always
Steps to Reproduce:
1.  rc-update add numlock boot; rc-update add xdm boot
2.  Restart computer

Actual Results:  
Couldn't type anything that would show up in the login prompt

Expected Results:  
It should have printed the characters I was hitting on my keyboard.

Please reopen and change the summary if this is still a problem with >=xorg-x11-6.8.0.
