mkl-11.1.3.174.ebuild

Version bump for sci-libs/mkl to 11.1.3.174.  I'm attaching the new .ebuild and also a patch for intel-sdp.eclass.  

The patch is needed because the mkl-mic libraries are 64bit only, and the eclass would always try to install both the 64bit and 32bit packages if multilib was enabled. I just added a bypass to skip 32bit for the mkl-mic* packages.

PLease take a look into the sci overlay, where we have the latest version.
