virtual/cblas has no "arm" in KEYWORDS, even though gsl is stable and statisfies its dependency. Please stabilise virtual/cblas and remove the use-mask on numpy[lapack] (as in bug #455050)



Reproducible: Always

Steps to Reproduce:
1. emerge something that depends on numpy[lapack] such as scipy
2. emerge complains about numpy[lapack] being masked because virtual/cblas is not stable
3. notice that virtual/cblas is statisfied by a stable gsl
Actual Results:  
emerge is not able to merge numpy[lapack] or scipy

Expected Results:  
emerge should work, because virtual/cblas is statisfied by a stable gsl
