desktop/gnome/interface/can_change_accels is enabled.

Other gnome2 apps like epiphany save custom shortcuts just fine.

Reproducible: Always
Steps to Reproduce:
1. Set custom shortcut to any menu item
2. Exit Anjuta.
3. Launch it again, shortcut disappears.

Works for me, please test with anjuta 1.2.4
