It's fetch restricted not because it cannot be downloaded automatically. It's restricted because you need to read and accept EULA to legally use it. The fact that LSI makes a poor job at hiding it doesn't change anything. Yes, every maintainer-needed package is a good candidate for proxy maintainership. Having said that, please don't CC me on bugs concerning packages I no longer maintain. Thanks!

What if the terms of the agreement were added to portage as licenses/LSI-SLA? This is fixed now, with Avago purchasing LSI and providing non-restricted URLs.
