tzselect is available in the install CD, but it cannot be used as /usr/share/zoneinfo is empty.

This functionality would be useful to have for determining the timezone to use in the installation before fetching stage3.

Reproducible: Always

Actual Results:  
/usr/bin/tzselect: line 171: /usr/share/zoneinfo/iso3166.tab: No such file or directory
/usr/bin/tzselect: time zone files are not set up correctly

Expected Results:  
tzselect interactive timezone selection process begins

Set up the date in your stage3. It should have the complete timezone info.
We're purposely removing this in line 198 of the installcd spec[1].
