The ebuild is empty because it's using an eclass to do all the real work (see /usr/portage/eclass/enlightenment). The real issue here is the files for the latest e17 not seeming to be on any mirrors. vapier: these get lost with the dev.g.o issues earlier this week?

next release of what ? E17 ? the idea of -cvs is to be able to try that monster, no ? its just that no files exist on the mirrors, embryo, eet, etc, I've tried most of the core dependencies.... maybe we just need to update the version number and/or create new packages.
