New dependency with a new configure option the ebuild will need to explicitly toggle:

There isn't a version specific check (yet) but the minimum is >=dev-libs/elfutils-0.158

For my purposes I've just added --disable-elfutils but for Gentoo adding a use flag seems reasonable.
