Compilation fails starting with "help2man: command not found" errors. Changing the "doc" useflag doesn't help, but manually installing help2man does.

Reproducible: Always

Steps to Reproduce:
1. emerge -C help2man
2. emerge libtasn1

Actual Results:  
Compile fail

Expected Results:  
Either compile succeds without help2man, or emerge pulls in help2man.
