Xvid final has been released, here's the 1.0.0 ebuild.  Tested on a few different systems, seems to work the same as my rc4 build.  Installed and working correctly.  Issues with the rc3 symlink problems has been fixed as well, can probably close out BUG # 41157 against this or the rc4 ebuild.

Note:  Since the API changed from the .9.x builds of xvid to the 1.0 final, I suggest that all current applications compiling against xvid should be requesting >=xvid-1.0.  Many bug fixes with this release, and most notably it's the first stable release since 0.9.2.  This should probably be marked in to ~ARCH sooner rather then later.

Also, TGL (http://bugs.gentoo.org/show_bug.cgi?id=41157) has sent a request upstream to the xvid guys to change their header locations on any further releases of xvid.  See comment #7 on above link.

This bug should be closed, or not?

Portage have xvid-1.0.1 into their tree.

True.
Aaron, if you think 1.0.0 should be in portage, please reopen this bug.
As far as I know, 1.0.1 is mainly a bugfix release so there should be no need for version 1.0.0 anyway.
