To emerge gtk+ on my freshly installed system (emerge rsync'd July 16, 2002), 
I had to manually copy the file from the mirror to /usr/portage/distfiles.

what errors?

and more to the point, you do have "directfb" in your USE string, right?

No errors, apart from the Python traceback, and the fact that Portage expected 
the file to be there, and it wasn't.  directfb is not in the default USE 
string.  Would I be expected to put it there manually?

No, you would be expected to adjust /etc/make.conf to your desires. Please see
the USE variable HOWTO on www.gentoo.org
