i've just noticed, that arts has 'esd' in IUSE flag and makes no use of it. 

<aye@CogES>/usr/portage/kde-base/arts: grep esd arts-1.2.2.ebuild
IUSE="alsa oggvorbis esd artswrappersuid mad"
        esd? ( media-sound/esound )

as we can see here - esd isn't used in any configure option - it's just unnatural dependenciency. isn't that a bug in ebuild? or am I wrong?

not a bug.  the configure scripts automatically pick it up if you have it installed, so there's no reason to add enable options for it.
