The name looks buggy but since the content is about listing the content of the (build) folder with / replaced by _, it looks ok. The content is simply the list of other man pages so I think it is ok to just exclude it.

Found a number of packages in other distros simply deleting the file. I looks like a change in behavior in doxygen.
