Could you please add the "png" USE flag to gst-plugins-meta so that gst-plugins-png gets pulled in as dependency when set?

What consumer of gst-plugins-meta actually can make a sensible use of this, i.e, via playbin?

Don't actually know that. I just tried to build a pipeline containing the "pngdec" element directly and it failed since I didn't have that plugin package emerged. Then I checked that the png USE-flag was enabled system-wide (it is). And then I wondered why the meta-package didn't pull it in.
Of course this bug can be closed as WONTFIX if I understand the logic behind meta-packages wrong.

Looks like no reverse dep would clearly benefit on this :/
