Upstream website appears to be dead? http://www.gnu.org/software/gnu-queue/ says a new codebase is under development and old versions are deprecated. Looks like this one should go on the back burner.
To add a correction, http://savannah.gnu.org/projects/gnu-queue/ indicates that the project is completely dead in the water.
