This is the same as GNOME keyring, ;-) ; so, I don't see what I can do here... Might be a Portage output bug, as it should just tell you to disable test instead as you can't enable it due to the restrict being in place; but other than that, disabling test on libmatekeyring should fix this up.
mate 1.6 was obsoleted and removed from the tree. With this mate-base/mate-keyring will also be removed (not part of mate 1.8 any more)
