apmd occurs an error (because it doesn't find the X11-includes) if USE=X.
I modified the Makefile in /var/tmp/portage/apmd/work/apmd to contain a
-I/usr/X11R6/include for xapm.
Its similar to bug #5074.

Chad and I both checked this and it works for both of us. What compiler do you 
have? And what are all your USE flags?

My compiler is gcc-2.95.3.

My USE-Flags are:
-3dnow dvd fbcon gphoto2 gtk2 maildir mozilla pcmcia perl pnp ruby snmp.

My profile is default-1.0.

I had the same problem (the compiler didn't find the X11R6-includes) with pango.

I installed Gentoo on a new hard disk, on my old hard disk it worked, too.

works great with newest xfree ebuild, which fixed the missing symlinks in
/usr/include/X11/.
