There are official instructions in the ebuild.

Your use flags are:

Since they do not match the instructions, this bug is invalid.

Hi Brian,

thank you for your advice. Running the test suite again with extraengine as additional use flag succeeds. The big advantage of gentoo is the possibility to install software directly from source already tested! In most cases the test suite will automatically skip the test cases regarding disabled use flags. Unfortunately not in this case ...

There are comments in the ebuild.  You can't possibly expect users to read every ebuild they install just in case there's some special secret magic spell that they need to do to make it work.  Better solutions would be:

1) Automatically skip individual problematic tests if the necessary flags aren't enabled.
2) Skip all the tests, with an ewarn, if the necessary flags aren't enabled.
3) Fail early on if tests are enabled without the necessary flags.
4) If the tests fail, display a message telling the user to make sure they have the necessary flags enabled before investigating / filing bugs.
