Here is an ebuild of rarpd-1.1.   
   
I found when trying to use rarp that there was no rarpd installed or available   
in portage. So, I made an ebuild.   
net-misc/rarpd might make a nice home for this.  
  
 This package depends on libnet and libpcap (which are allready in portage). 
 
any questions on this, just bug me on irc (I'm Alron there)
