Not sure if the correct fix is to add the DEPEND or pass ITSTOOL=$(type -P true) (it's not clear to me when we need to export that :S)

@gnome, any thoughts?

we set ITSTOOL to true to avoid useless rebuilds of user documentation. If the documentation is broken however, the dependency can be added and the build system will take care of the rest.

In this case it seems adding ITSTOOL=$(type -P true) should be enough.
