I get the very same error on a host with ACCEPT_KEYWORDS="amd64" CHOST="x86_64-pc-linux-gnu"
I ran into this issue today as well. I was able to work around the problem by removing a directory I had created in the /var/log/portage/elog/ folder. elogv seems to be very sensitive about the format and contents of this folder and even something as simple as a subdirectory will cause this error.
