dev-util/perf are development tools, so should be usable to normal users.
no other performance tool/profiler package installs its binaries to /usr/sbin.

Steps to Reproduce:
1. emerge dev-util/perf
2.
3.
Actual Results:  
binaries perf and trace are installed to /usr/sbin

Expected Results:  
binaries perf and trace are installed to /usr/bin
