Bump from 2.12, a bit overdue. Although the versioning is jumping MAJOR, I couldn't really spot changes that would facilitate that. tested with mysql 5.5, postgres 8.x, 9.x and sqlite (whatever version).
I'll have a look - and test it with dbmail (so far still the only package depending on this library in portage afaik)
