In a nutshell: kcpuload does not configure right.
kcpuload-1.90 is old and was removed from cvs some time ago. The current version is kcpuload-1.9.1. However, beacuse portage thinks that 90>9 and therefore 1.90.0>1.9.1, the old ebuild will still be emerged if present. emerge rsync --clean to get rid of the old ebuild, or remove it manually, and the new one should emerge correctly. Please confirm this here.
Presume fixed.
