The patch failes to apply with patch-2.5.9. patch-2.6.1 works


Reproducible: Always

Steps to Reproduce:
Downgrade patch to 2.5.9 and try to emerge dev-libs/icu

Looks more like a bug in sys-devel/patch-2.5.9 to me (correct me if I'm wrong).

2.6.1 is stable everywhere where 2.5.9 was. Do we still need the old version in the tree?

Either drop 2.5.9 or add >=patch-2.6.1 to icu

@system already requires patch-2.6.1+ and has for almost 2 years:
/usr/portage/profiles/base/packages:*>=sys-devel/patch-2.6.1

there's no need for random packages to depend on patch versions themselves.  we actually do *not* want packages depending on patch themselves.

if your system hasn't updated in 2 years, not a lot we can do about that.
