net-fs/samba-3.6.22 starts on boot (nmbd and smbd are running) but apparently doesn't bind to the interfaces properly therefore requiring a restart after boot is finished in order to be usable partial smb.conf: ============================= interfaces = 192.168.1.6 lo bind interfaces only = Yes ============================= including the above as such parameters caused a similar failure with another distribution (Ubuntu, some years ago). A guess is that samba is starting before the network is up. bind interfaces only = Yes this is exactly the issue with this configuration directive. simply remove it and you won't have this issue. http://www.freedesktop.org/wiki/Software/systemd/NetworkTarget https://blog.flameeyes.eu/2012/10/may-i-have-a-network-connection-please

Quite an unacceptable response as that is a valid Samba configuration and without it Samba services may bind to interfaces or other addresses on an interface that are not desired. Maybe just remove Samba from the Portage tree if you can't support it properly.
