I'm setting up a new OpenVPN connection. I go to both IPv4 and IPv6 tabs in connection creation dialog and enable 'Use this connection only for resources on this network' settings, then click Apply. A new connection is created, but those two settings are not saved in connection file, so if you return back to connection editor, they are still disabled.

Checking connection file in /etc/NetworkManager/system-connections/ revealed that 'never-default=yes' is not written to the file.

Adding the settings to ipv4 and ipv6 sections of connection file fixed the problem.
