Reproducible: Always

Steps to Reproduce:
1.emerge ati-drivers

Actual Results:  
it emerges the old version

Expected Results:  
it emerges 14.1

This didn't fix it though. Does apply. Dunno if it's still needed or even correct? The code there changed.

Can you try uncommenting #epatch "${FILESDIR}/ati-drivers-13.8-beta-include-seq_file.patch" (which I should have actually removed completely), it should at least fix some of the errors.

Wonder why I did not hit that anymore.

That made it compile, and it seems to work.
I left the other patch that I edited in also--not sure if it's still necessary.
