After upgrading libnl to 3.2.24 I experienced problems with networkmanager, especially the vpnc plugin. It connected a tunnel but no traffic was able to get through. In /var/log/messeges I found: 
<error> [1390945730.584196] [nm-system.c:254] sync_addresses(): (eth0): error -7 returned from rtnl_addr_delete(): Invalid input data or parameter
After downgrading libnl to 3.2.23 everything works fine. To verify the problem I upgraded once again and restarted the NetworkManager daemon - the result was that it could not even connect the eth0 with errors in log file:

Steps to Reproduce:
1. Upgrade libnl to 3.2.24
2. Restart computer or the NetworkManager daemon.
3. Try to connect a vpnc tunnel

It fails if I restart NM after upgrading libnl. See "log after NM restart" attachment.

When I restart the computer after upgrade the NM works fine without vpnc. After I switch on the vpnc plugin and try to connect a tunnel the tunnel connects but no data can be send through it. See "log after using nm vpnc after computer restart" attachment.
