Trying to install apache 1.3.29 without db-1 installed results in apache compilation failing after trying to include /usr/include/ndbm.h during building of mod_rewrite.

This file is provided by the db-1 ebuild (as a symlink to db1/ndbm.h).

Reproducible: Always
Steps to Reproduce:
1. Unmerge db-1 if its installed.
2. Emerge apache 1.3.29



I don't see that emerge info is relevant here. Please let me know if I'm wrong,
I'm happy to paste.
