quagga uses several daemons to do routing; the package fails to add the port numbers and names to /etc/services

Apparently, there is no need to populate /etc/services with these numbers on a stock Gentoo system. I do not know why this works, but it just does.

/etc/init.d/zebra start

you neglected to mention what ports and the service names that are missing
