quagga uses several daemons to do routing; the package fails to add the port numbers and names to /etc/services

Apparently, there is no need to populate /etc/services with these numbers on a stock Gentoo system. I do not know why this works, but it just does.

emerge quagga
cp /etc/quagga/sample/zebra.conf.sample /etc/quagga/zebra.conf
/etc/init.d/zebra start
telnet 127.0.0.1 2601
Trying 127.0.0.1...
Connected to 127.0.0.1.
Escape character is '^]'.
