When emerging whois on a new amd64 install, 5.0.25 is the latest stable version, but its sources seem to no longer be available.

Please stabilize a more recent version. net-misc/whois-5.1.0 (obtained via ~amd64 keyword) works for me.

Reproducible: Always

Steps to Reproduce:
1. Remove or relocate existing sources for net-misc/whois from /usr/portage/distfiles.
2. sudo emerge -av net-misc/whois

Actual Results:  
sudo emerge -av whois

These are the packages that would be merged, in order:

Looks like you should fix your GENTOO_MIRRORS variable. Gentoo's mirrors carry those tarballs. I don't see how stabilising a newer version would help you since it's a moving target with regard to the availability of the original SRC_URI.

Meanwhile, a 5.1.1 is out.

D'oh. That explains why it was trying to go straight to the Debian sites. I'm on travel, so my local mirror isn't available, and forgot. Thanks for the tip.

Yeah. I was just using whatever ~amd64 gave me, and didn't spend any time hunting down the latest-greatest.
