When emerging whois on a new amd64 install, 5.0.25 is the latest stable version, but its sources seem to no longer be available. Please stabilize a more recent version. net-misc/whois-5.1.0 (obtained via ~amd64 keyword) works for me. Reproducible: Always Steps to Reproduce: 1. Looks like you should fix your GENTOO_MIRRORS variable. Gentoo's mirrors carry those tarballs. I don't see how stabilising a newer version would help you since it's a moving target with regard to the availability of the original SRC_URI. Meanwhile, a 5.1.1 is out.
