When emerging dev-python/prettytable-0.7.1-r1 I get

both worked fine.  There are no IUSE flags to cloud the install.  It smacks of a portage issue based on another recent odd failure but this is at best speculation

indeed, I don't have these problems on a different but very similar machine (running nearly the same GenToo packages)

What can I do to "clean Portage" ?

It turned out to be a severe portage bug, see bug
