Temporary fix might be to remove buildpkg from FEATURES. I just tested net-misc/rsync-2.6.2-r2 with FEATURES=buildpkg and it works fine for me. Besides, >=net-misc/rsync-2.6.2 is hard-masked because it has issues. Yes, still an issue with portage-2.0.50-r10 I get the same error-message both when i build a package with FEATURES="buildpkg" (which will not install the package when the packaging fails) and trying to emerge a packaged package (tbz2-file). No problem doing a quickpkg on the package, but there's no point since you're unable to emerge that tbz2-file. Ok, it seems this problem is specific to the box and installed portage and not the binary package. This binary package created on my desktop failed to install on the desktop. But the same binary package did install on my laptop, both with portage version 2.0.50-r11. After upgrading to portage version 2.0.51-r2, the same binary package installed on my desktop.
I'm not sure how much help I'll be, but I can confirm that it's not specific to the rsync package. I'm running into the same problem with every package that I try to install. using FEATURES="-buildpkg" seems to fix things.
If you can reproduce with stable please re-open. I've ran with FEATURES="buildpkg" for quite a number of months with no issue.
