the git overlays are currently in a desolate state because of this:

http://infra-status.gentoo.org/notice/20140116-overlays

the website mentioned, that users should NOT sync git overlays until the bug is resolved. however, this news can be easily overseen. 

Solution: 
state the problem at the mail gentoo.org page or/and provide a news message over portage.

Besides, we're doing everything we can to promote http://infra-status.gentoo.org that was recently launched for exactly this purpose.
