The SRC-URL
http://download.documentfoundation.org/${PN/-l10n/}/testing/${MY_PV}/rpm
is not valid anymore for 4.1.3.2 so downloads fails for me. 
It appears upstream has moved those files to the archive-server: 
http://downloadarchive.documentfoundation.org/libreoffice/old/4.1.3.2/rpm/x86/

To ensure it does not break again in the future, it might be worthwhile to add the archive-server as fallback download-URI to the ebuild.
