After updating cppcheck to 1.63 version I get this error:

from the latest cppcheck realease notes:

Maintainers:
The .cfg files are needed by cppcheck. Either put them in a subfolder cfg
where the binary is. Otherwise compile cppcheck with CFGDIR to specify an
arbitrary path where you put the .cfg files.

I confirm the problem. The patch for the ebuild fixes the problem nicely.
