Patch to build and install attachment_tool plugin

Sylpheed includes a small plugin that is able to process attachments in local folders, which is occasionally useful, but it is not installed by default.

Attached is a patch to build and install this plugin (which is currently the only useful plugin bundled with sylpheed).
