This requirement appears even if metacity theme support was disabled. No idea, what about 0.9.8.9999, but e.g., 0.9.8.6 doesn't have such dependency.
You did not get it! It is sources issue, not ebuild. Some private header from metacity is necessary to build with gtk support even if metacity theming and gnome integration are disabled.
Without metacity it just fails to build.
