For machines that don't have an UPS attached, but want to monitor another machine which runs apcupsd over the network, gapcmon would be very convenient as a standalone program. Currently, gapcmon builds with the "gnome" useflag. This is very confusing. It should be changed to "gtk", as this seems to be the common "build-the-gui" useflag. Furthermore, a "server" useflag should be added, that prevents apcupsd itself from being built if disabled. this would allow for gapcmon to be standalone. This would also remove the need for bug 158313.
