I came across a video codec that was using this library for its parameter parsing, it appears not to be in portage. An ebuild I created for my own use will be attached shortly if I can figure out how to attach it.

ebuild for xparam-1.22

This ebuild works for me. I did not fill in dependencies because I didn't seem
to be missing anything on my system and nothing was explicitly listed on their
website. I guess I should have checked what configure checks for? But I will
leave to you.
