the website states: "Indicate how many votes you want to give this bug." 
but it seems one can only give one vote per bug.

"How many votes"? 0 or 1. Limited choice, but fits.

At any rate, the documentation is provided by upstream. If it really nags you, I suggest you bring this up with Bugzilla upstream. Putting time into rewording this isn't a good use of Gentoo resources I think.
