Ebuild for libintl-perl Perl Module

I've tested this with a private updated version of the Lire ebuild, and it
seems to work properly.

Added in CVS. Please test. In the future, it would be helpful if you told us what versions of the modules these ebuilds are for. I've been guessing based on the $Header$ header from your local cvs repository.
