my bag. gaim-encryption-2.25 is masked. However. Why is the gaim-encryption-2.25 package fine to exist on the system and gaim-smileys is the conflicting package that prevents the emerge -UDp from progressing????
You probably have some oddly incomplete sync where gaim-0.77 is unmasked by gaim-encryption-2.25 isn't. 'emerge rsync' and try again.

I do nightly syncs, and this appeared consecutivly thoughout the days. however, seems to be gone now ;-)
